Sites without a MIN are large area sites. You show up and pick any spot in that area.

For sites with a MIN, this is the recommended capacity for the site. You can go over this number so long as you can fit everyone within the bounds of your site.

For sites without a MIN, then this site is considered 'sold out' once all spots are sold. For these large area sites, you show up and pick any spot in that area.

This is not applicable for sites with a MIN. These sites are 'sold out' as soon as one person reserves them.
